SENATE CONCURRENT RESOLUTION NO. \

Requesting the Joint Committee on Government and Finance to make a study of transportation services available to persons with disabilities to include federal, state and local responses to the transportation needs of people with disabilities.

Whereas, Transportation, while taken for granted by most people, can be extremely difficult to obtain for people with disabilities; and
Whereas, The absence of public transportation services and inadequate public transportation services have the effect of limiting the options for employment, health care and social activities for many people and people with disabilities who rely on public transportation are particularly affected; and
Whereas, Public transportation facilities, equipment, routes and rates all have an impact on whether people with disabilities will have the same opportunities as other people have to compete for jobs, attend school, participate in social events and live free and independent lives; and
Whereas, Recent federal legislation has provided people with disabilities hope that improved public transportation services will be made available to communities to help them meet the unique transportation needs of people with disabilities; and
Whereas, Many communities are currently ill equipped to meet the requirements of new laws and regulations aimed at making public transportation more accessible to people with disabilities; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to review, examine and study transportation services available to persons with disabilities to include federal, state and local responses to the transportation needs of people with disabilities; and, be it
Further Resolved, That the Joint Committee on Government and Finance is also requested to appoint a subcommittee composed of five members of the Senate, five members of the House of Delegates and six citizen members, three citizen members appointed by the president of Senate and three citizen members appointed by the speaker of the House of Delegates. Not less than three citizen members should be people with disabilities who are dependent on public transportation; and, be it
Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 1994, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the JointCommittee on Government and Finance.
